Extensive Needs Service supports kids and youth with urgent and complex developmental needs

Kids, youth and families will continue to receive coordinated, wraparound care thanks to the province’s announcement to commit annualized funding for the Extensive Needs Service (ENS).

Announced in the 2026 Ontario Budget, this funding marks an important step forward for ENS, a program that supports kids and youth with the most urgent and complex developmental needs. CTN delivers ENS in York Region on behalf of Holland Bloorview Kids Rehabilitation Hospital.

ENS brings together more than 30 community and regional partners to deliver care that is coordinated, connected and built around each child and family. CTN is proud to be part of this partnership, working alongside organizations including Holland Bloorview Kids Rehabilitation Hospital, CHEO and McMaster Children’s Hospital. This approach helps families access the services they need, when they need them.

With stable, long-term funding now in place, ENS partners can:

  • Plan services more effectively across regions
  • Strengthen continuity of care for kids, youth and families
  • Enhance coordination between agencies and partners
  • Support a skilled and sustainable workforce to meet patient needs

ENS currently supports around 1,100 kids, youth and families each year. Early results show improved child health, less stress for families and fewer visits to hospitals and emergency departments.

CTN thanks the Ministry of Children, Community and Social Services and the Ministry of Health for their leadership and ongoing commitment to kids, youth and families.

You can learn more about ENS by visiting the Programs and Services page on CTN’s website.
